La democracia en tiempos de Nosotrxs. Igualitario 2020.

2019 ha sido un año muy álgido para la democracia latinoamericana. Explotó el descontento generalizado contra gobiernos corruptos, represores o ineficientes. Salieron cientos de miles de personas a exigir sus derechos en colectivo en las calles y a hacer oír sus voces en favor de ideales más justos para nuestras comunidades. La marea verde ganó terreno y miles de mujeres unieron sus voces para demandar un cese a la violencia estructural en contra de ellas. La activa participación política de este año demostró que existen nuevas salidas más allá de las vías electorales y que la construcción y consolidación de nuevas instituciones –más abiertas, más transparentes y más incluyentes– son indispensables para fortalecer nuestras democracias.

Para Nosotrxs, 2019 ha sido un año de consolidación y de grandes avances para combatir la desigualdad y para dar pasos agigantados en contra de la corrupción en México. Tuvimos el Segundo Encuentro Nacional de Nosotrxs en el Polyforum Siquieros, el cual concentró a cientos de egresados de los programas de Liderazgo e Innovación para la Democracia (Programa LID)  de todo el país, a cofundadores y simpatizantes del movimiento. Ahí, anunciamos la creación del Consejo Asesor con personas de larga trayectoria que, por sí mismos, reflejan una historia de lucha de justicia social y progresismo por la ampliación y protección del ejercicio de derechos. Más de 300 personas en el país arrancaron colectivos de exigencia de derechos comprometidos con los valores de Nosotrxs; y repetimos en colectivo nuestros mantras hasta que quedaron tatuados en nuestros ideales: “mi libertad no termina donde inicia la tuya, mi libertad inicia donde se une a la tuya” y “Nosotrxs es el espacio en donde todas las personas resolvemos lo que una sola no puede”.

Creemos, siempre, que más democracia es mejor; trabajamos en colectivo, desarrollamos y construimos capacidades de exigencia colectiva de derechos. En ningún momento actuamos solos; actuamos siempre de la mano de las personas titulares de los derechos y en alianza con organizaciones y autoridades para garantizar el ejercicio y protección de derechos específicos.

En 2019 estuvimos al frente de las batallas más importantes del país en favor de los derechos de grupos históricamente marginados: logramos, en conjunto con otras organizaciones y de la mano de las trabajadoras del hogar, la ratificación del Convenio 189 de la Organización Internacional del Trabajo que reconoce los derechos de las trabajadoras del hogar y los eleva a rango constitucional. Además de ello, en colectivo logramos impulsar las reformas a las leyes del Trabajo y del Seguro Social que establece derechos laborales explícitos para trabajadoras del hogar y, con el poder Ejecutivo, acompañamos el proceso de diseño e implementación del programa piloto para la inscripción a la seguridad social en el Instituto Mexicano del Seguro Social.

Creemos que nuestra democracia necesita más del trabajo en colectivo, por ello trabajamos de la mano con autoridades y con distintos grupos de la sociedad civil. Un ejemplo de ello es que logramos posicionar en la agenda pública el problema de desabasto de medicamentos, situación que llevó a integrar un colectivo que acompañará a las autoridades en la resolución de las causas –corrupción y la ineficiencia– que provocan que pacientes en todo el país sufran casos de no surtimiento. Hemos avanzado en la integración de un colectivo de pacientes, de organizaciones de la sociedad civil, organismos internacionales como el Programa de Naciones Unidas para el Desarrollo (PNUD) y con autoridades como las Secretarías de Hacienda y Salud. Estamos convencidos que, en bola, podemos lograr que en cinco años el total de personas que requieren un tratamiento lo reciban de manera oportuna y con calidad.

En alianza, hemos logrado que damnificados de los sismos de 2017 cuenten con canales de interlocución para la resolución efectiva de problemas que afectan de manera sistemática a cientos de personas. Desde la presidencia del Consejo Consultivo de la Reconstrucción de la Ciudad de México, Nosotrxs contribuye en dar la mayor certeza posible a damnificados que, después de dos años, aún sufren los estragos de la reconstrucción.

Además de ello, hemos creado y acompañado colectivos que luchan para que los trabajadores de plataformas digitales tengan derechos laborales y cuenten con la protección mínima necesaria para contrarrestar los riesgos que implica su trabajo; por que los partidos políticos cumplan con sus obligaciones en materia de transparencia; por evitar que las personas privadas de la libertad sufran la violación de sus derechos humanos; por que las personas en situación de abandono social (en situación de calle) logren recuperar el derecho a la identidad como llave necesaria para el ejercicio de otros derechos y para su reinserción en sociedad, entre decenas de colectivos más –muchos de ellos locales– que se forman para conocer sus derechos e instituciones; que se organizan con herramientas y con un método predefinido para exigir el cumplimiento y respeto de nuestros derechos.


Nosotrxs vive y crece gracias a un magnifico equipo ejecutivo de trabajo que, con pocos recursos y mucha convicción, ha logrado acompañar y potenciar una red de 29 representaciones estatales y más de 261 colectivos que viven y exigen alrededor del país. A todas estas maravillosas personas debo mi agradecimiento, pero, sobre todo, mi reconocimiento por la motivación que reanima día a día y causa por causa nuestro movimiento.

Nosotrxs es hoy, el único movimiento organizado, político y social, que busca construir una sociedad de derechos sin pasar por las vías electorales. Somos el movimiento organizado que decidió avanzar por la ruta larga para hacer frente a la corrupción, para reducir la desigualdad y construir democracia en colectivo. Creemos en el diálogo como mecanismo para la resolución pacífica de conflictos y para la construcción de acuerdos. Transformamos valores y recursos en poder ciudadano para actuar estratégicamente, para convertir intenciones en acción efectiva. Nosotrxs es y será en 2020 el movimiento organizado que siembra la semilla de la democracia que florecerá como ejemplo de una política distinta en el siglo XXI. Ni tú, ni yo, ni ellos, Nosotrxs.

Los Bartlett, entre impunidad y corrupción

Mientras se siga confundiendo con la impunidad, la lucha contra la corrupción seguirá tropezando con los nombres propios y produciendo descalabros. Esta vez le tocó el turno de la gracia a Manuel Bartlett por su entrañable cercanía con el ciudadano presidente, como antes le cayó el peso de la ley a Rosario Robles, quien había traicionado al líder. Pero la lista de los peces gordos que nadan a placer por las aguas turbias del poder y eventualmente son retirados del acuario no solo es muchísimo más larga sino que es, de suyo, inagotable. Desde ese mirador, la corrupción será invencible en tanto no se entienda como un fenómeno sino como un delito, que puede ser castigado o indultado ad hominem.

Me explico: no basta con que el señor Bartlett se haya portado bien durante el primer año del sexenio para quedar a salvo de las acusaciones que se le formulaban. Ese argumento quizás sea válido para quienes son perdonados de todos sus pecados al abrazar la fe cristiana, pero no funciona para los servidores públicos. En todo caso, es probable que la pareja sentimental del ínclito haya heredado o amasado una fortuna licita durante los últimos veinte años y es probable, acaso, que sus hijos hayan sido geniales para hacer negocios sin la más mínima intervención del padre: la presunción de inocencia es un principio inalienable para todas las personas inculpadas. Pero lo que estaba en duda y sigue estando hoy, es el origen de esa fortuna que disfruta la familia Bartlett y no si el funcionario contribuyó a acrecerla a partir del 1 de diciembre del 2018.

Que no se culpe a nadie

Para Ludolfo Paramio.

Decidido a jubilarse, Ludolfo Paramio recibió un homenaje (mitad despedida y mitad reproche) en la Fundación Ortega y Gasset-Gregorio Marañón de Madrid, donde ha impartido clases y dirigido investigaciones durante más de tres décadas. Si no le cayeran tan mal, tendría que ser el primero de una larga secuencia de homenajes organizados en varios países, pues dudo que haya un profesor español vivo que haya sembrado tantos debates, afectos y vocaciones sociales en buena parte de América Latina como el muy querido, respetado e inefable Paramio. Ha sido, también, uno de los mayores y mejores ideólogos de la socialdemocracia europea de finales del siglo XX. El pensamiento crítico y la inteligencia política del joven Ludolfo Paramio estuvieron presentes, con tanta discreción como tino, en los años gloriosos del PSOE luego de la transición española a la democracia, con Felipe González y Alfonso Guerra al mando de un proceso que consiguió liberar a España del pozo en el que había caído con el franquismo y que, de paso, deslumbró al mundo.

Aquella suma de ideas y talento imantó también los cambios que estaban viviendo los países de nuestra región, unos, tratando de reconstruir las democracias que habían destruido las dictaduras militares y otros, como México, inventando la democracia que nunca tuvimos. Entretanto, Paramio aconsejaba por los pasillos internos del PSOE, redactaba los documentos centrales, formaba cuadros políticos y era una de las principales correas de comunicación entre los líderes del gobierno español y el mundo académico e intelectual de Iberoamérica. O para ser más precisos: de la izquierda democrática de nuestra región.
